The Government to freeze the rate of the light in 2019, and jump to a hole 453 million in the electric power industry

The Government denies it on the table 155 and insists that there will be a Council of Ministers in Barcelona

The Government is preparing a new canon digital aimed to raise mobile phones and tablets, among other products, to compensate authors for the potential to make private copies of their works. Yesterday was the first step to publishing in the Official State Bulletin (BOE) Royal Decree on the procedure that was pending from the motion of censure.

The minister of Culture, José Guirao, has been declared up to now in favour of compensation to the authors to be "comparable with Europe", pointing to a rise, although it has asked the sectors in the game that are agreed upon new rates to be applied and on what products. "The Ministry wants to act sooner rather than later, but now prepends to try the agreement on other considerations," ensure to THE WORLD the official sources of the Department of Culture.

The agreement is currently impossible. The president of the Association for the Development of Intellectual Property (Adepi), Antonio Fernández, claims that in the new Royal Decree was finalized, to produce a rise of the canon, "because Spain is currently at the tail of Europe", declares this journal. Adepi brings together producers and audiovisual artists, among others, and argues that it is very insufficient to devote a little more than 1% of the turnover in the canon.

at The other end stood the director-general of the employers ' technology, Digital, Alice Richart, who considers "absurd" the canon, according to THE WORLD. "With the increase of new forms of content consumption, through license fees, annual subscription, or pay-per-download, it is unnecessary and inappropriate to your existence". This employers, that brings together Nokia, Ericsson, Telefónica, Siemens or Vodafone, among other groups, argues that consumption habits have changed and they no longer make copies as before, so that Adepi denies it outright.

According to Digital, only with the current rates, are collected annually 70 million, "a collection far superior to the actual harm caused to the rights of the author, that according to studies made by the Ministry of Culture in the region of 11 million euros".

As examples of the current rates interim include eur 1.10 on smartphones and 3,15 euros in the tablets. In printers, the canon associated is 4.50 or 5.25 euros, depending on your speed and system.

The president of Adepi remember that in France being able to raise 225 million. Declared himself willing to bargain, but "with rigour" and not with the data of DigtalES that, in his opinion, "distort reality".

see Also Richart offers "collaboration to build a regulatory framework up to date and balanced." But it criticises the fact that "the entities of copyright management are pushing politically to increase the amount of the levy above mentioned 70 million euros, without being willing to accept waivers in the great majority of the categories of devices proposed by the industry".
