Mexican President Andrés Manuel López Obrador has offered a welcome dinner to the Heads of Government State of a dozen countries that on Saturday participate at the Summit of the Community of Latin American and Caribbean States (CELAC).

The presence of the Venezuelan President, Nicolás Maduro, in addition to Peruvian Pedro Castillo, and Cuban Miguel Díaz-Canel, among others, raises the importance of the call of López Obrador who intends to promote this body to the detriment of the Organization of American States (OAS ).

The participation of Maduro remained in doubt and without an official confirmation until the arrival of the Venezuelan President to Mexico City. He was received by the Mexican Chancellor, Marcelo Ebrard, and both immediately maintained a first bilateral meeting.

Both presidents as officials of Latin American countries were arriving at the international airport of the Mexican capital where they were received by Ebrard and other Mexican government officials.

On his first trip abroad, Castillo took advantage of his stay in Mexico to meet, unexpectedly and surprisingly, with the Mexican businessman and multimillionaire, Carlos Slim.

Ebrard also gave "the most cordial welcome to the president of Uruguay, Luis Lacalle" to the meeting of this Agency, from which Mexico has the Pro Tempore Presidency for 2020 and 2021 due to the pandemic.

Before the arrival of Maduro, the holder of the Federal Electricity Commission (CFE) of Mexico, Manuel Bartlett, had received the Executive Vice President of Venezuela, Delcy Rodríguez.

This Saturday, the Heads of State and Government of the Community of Latin American and Caribbean States (CELAC) will meet in the Mexican capital to deepen the joint struggle against the pandemic and discuss an eventual transformation of the Organization of American States (OAS ).

Up to now, the participation of 17 Presidents or Heads of State -18 is expected if the Mexican national vice presidents, 12 chancellers and other officials are counted.

In addition, the president of the European Council, Charles Michel, and Alicia Bárcena, Executive Secretary of the Economic Commission for Latin America and the Caribbean (ECLAC) will be present.

Participation also emphasizes at the CELAC Summit of Cuban President, Miguel Díaz-Canel, who on Thursday pronounced a speech in the military parade of the Commemoration of Mexico Independence in which he asked the United States to raise the embargo against Cuba.

In the same act, López Obrador defended the Cuban Revolution and harshly criticized the United States by the embargo to Cuba. Prior to the Julio Family Meeting, President López Obrador asked to create in the region "something similar" to the European Union (EU) for the Latin American region and replace the OAS.

During the CELAC Chancelers Summit in July the Constitutive Convention of the Latin American and Caribbean Agency of Space (ALCE) was signed, and now in this new summit it is expected to carry out the Foundation of the Agency as such.

Those attending the appointment shall elect their new President Pro Tempore, position that México has since January 2020, where the meeting had to be suspended due to the pandemic of Coronavirus. So far the only candidate is Argentina.

The meeting will also be discussed about the creation of a disaster fund for Latin America, before the impacts of climate change.
