The Government has increased by 21.49% the budget of the Sociological Research Center (CIS) for 2022, with a party that will exceed 11 million euros, as stated in the draft general budgets presented on Wednesday in Congress of the deputies. The rise is produced in full controversy by the imputation of the President of the Agency, José Félix Tezanos, by a presumed crime of embezzlement, and two weeks after he has to declare before the judge.
The Trial Court number 29 in Madrid has cited him to declare on October 29, at 12.30, after admitting the complaint filed by VOX, which denounces that the functioning of the CIS since Tezanos was appointed president in 2018 is "irregular" . The match that presides Santiago Abascal accuses him, among other things, to manipulate the way of making surveys to benefit the PSOE.
In the breakdown of the items reserved for the Ministry of Presidency, relations with the Democratic Courts and Memory, from which the Demonstivo Institute depends, contemplates that in the next year the CIS will have a total of 11.08 million euros, front at 9.12 million of those he has arranged this year. In the budgets of 2021, the Government also increased the budget, which went from 8.05 to 9.12 million.
The increase is mainly reflected in increasing its expenses in goods and services, for which 6.2 million, 1.7 million are reserved more than in the present year. For its part, the money destined for personnel expenses goes from 3.78 to 4.03 million.
The CIS plans to consolidate its operation through telephone surveys (CATI), which began to use by 2020 on the occasion of the Covid-19 pandemic, when the confinement prevented its pollsters to do their traditional home interviews, and that has Continued this year.
In the coming months, it will carry out the precise measures to continue integrating and automating all the necessary processes from the programming of a survey until its publication. For this, the structures of common administrative services and, above all, technological, in a stable and permanent manner will be strengthened.
In the framework of the reinforcement of personnel structures, budgets will be adapted to the salary increases derived from the framework of the labor personnel that provides services in the agency as a result of the approval of the IV unique collective agreement, as well as the incorporation of New staff that has occurred as a result of accumulated public employment offers of recent years.
On the other hand, the formalization of an assignment has been formalized for the realization of the telephone field work of the Agency, not being able to have internal personnel for the execution of these work, thus allowing to consolidate a stable structure of 132 jobs.
On the other hand, the CIS maintains the methodological decision to increase the size of its studies, from the usual sample of 3,000 interviewed to 4,000, "in such a way that more stable estimates are obtained, with more adjusted theoretical margins, which minimize the Effect of the non-full or partial response in measurements ", according to the budget project.
The Government argues that this sample size increases the reliability and validity of the estimates obtained, both in statistical terms and in terms of design when raising the number of interviews and the dispersion of samples.
Likewise, to adequately calibrate the reliability of the data, the Agency will continue to carry out parallel surveys of its ordinary studies, in such a way that the selection of samples of the CIS and that of private companies can be compared, which have greater contracting facilities with the Respondents that the public center, which to date has used universal telephone bases randomly generated.
Finally, in 2022 the CIS will publish a large-formative collective book in which experts will participate in different disciplines that are studying from their perspectives the effects of the Covid-19 pandemic in societies such as Spanish.
