The system of autonomic financing is a "Great Brown". This was summarized by the Canary Pedro Quevedo deputy. The need to change the model, expired since 2014, has unleashed an autonomic war that passes the acronym of the parties and overflows the government. The regions make up conflicted blocks on the criteria to be taken into account - the peripheral Spain against Spain emptied - something that bothers and annoying in the Moncloa. The executive, however, admits that different positions within the PSOE and the PP complicate the agreement.
The lack of funding is forming blocks of transversal territories, where PP communities are allied with those of the PSOE with a positioning that collides with that of other communities of the same political sign. That is, not even in the Socialist Party -part for Government and in charge of promoting the reform of funding - there is a joint position. Ximo Puig (Valencia) is committed to a population criterion while Javier Lamban (Aragon) or Emiliano García-page (Castilla-La Mancha) is committed to ensuring the financing of basic services, that population dispersion is important.
And the differences are key because autonomic financing is an organic law that must be approved by an absolute majority in Congress (176 deputies). PSOE and united we can add 155 seats. They need, then, collect the support of their governance partners (nationalists) or reach an agreement with the PP. But first, popular and socialists must combine positions, something they assume from the hacienda.
"The national parties have the interior the same contradiction as the financing model. They have to harmonize different positions," the Minister María Jesús Montero has reflected in Congress. "The parties representing a part of the territory have a more defined position, but the great parties, those in a state scope, we need to agree on a position that is the same in all the territories. It is not worth moving different things in one and another site ".
Months ago that Ximo Puig, president of the Valencian Community (PSOE), works to lay an alliance with Andalusia (PP), Catalonia (ERC) and Balearic Islands (PSOE) to ask for the population criterion in the distribution of money. Being some of the most populated regions of the country, their income would be increased. In the Moncloa let them do but do not like these movements, because they moved pressure, they fractrate the PSOE itself and break any option for ideological confrontation discourse with the PP by agglutinating different parties, including the one that leads Paul married.
Montero wanted to put the focus on the PP, and the different positions that maintain their autonomous presidents, but the points faced between socialist barons have forced to also look at the PSOE. "What will be the position of the PP, perhaps in this case that of the Community of Madrid who is more aligned with the position of the Catalan parties that, for example, with Andalusia or Galicia? Hacienda detects three blocks regarding the reform of financing. From one side Galicia, Asturias, Cantabria, La Rioja, Castilla y León, Extremadura, Castilla-La Mancha and Aragón, who bet on guaranteeing services before the dispersion of the population; from another, Andalusia, Murcia and the Valencian community, who want the pure population criteria to prime; And it has located in another block to Catalonia, Madrid and Balearic Islands, who want to take into account the "called principle of originality in the application of leveling measures".

The Minister of Finance will present the communities in November their proposal of "adjusted population criteria", a basis on which to negotiate, and that will try to define variables such as "the density of population, insularity, dispersion, aging or the children population".
