"The conditions will certainly become much more difficult next year and also in the coming winter," said Andreas Hölting, director of the Baden-Württemberg state office for property and construction, on Wednesday in Stuttgart. Like all real estate owners and operators, the country will have to bear additional burdens. "We will have to adjust to the fact that we will have to spend higher amounts of money on ongoing construction work here," he said.

The disrupted supply chains in the construction industry are particularly problematic at the moment. The material bottlenecks made the construction processes more difficult, lengthened the construction times and thus also the prices. According to the Ministry of Finance, however, an "investment buffer" worth billions for energy costs is included in the country's double budget for this reason. "It is designed precisely to offset such rising costs," said a spokesman.

According to the annual report, the country invested less in its construction projects last year than in the previous year. In 2021, almost 944 million euros were spent on construction and maintenance, compared to just over one billion euros in the previous year. The focus of investment last year was once again on the refurbishment and modernization of state buildings, at over 416 million euros. The building maintenance had a volume of around 389 million euros. The state has invested around 139 million euros in new buildings.
