If by 2030 twice as many passengers are to use local public transport compared to 2010, the minister argued that this would not be possible with the same number of trains and buses. "The expansion of the offer requires significant funds."

According to the will of Federal Finance Minister Christian Lindner (FDP), the special fund for the Bundeswehr is to be anchored in the Basic Law, which requires a two-thirds majority in the Bundestag and Bundesrat. "It is not an option for the Bundeswehr to circumvent the debt brake with a simple majority," Lindner told the German Press Agency a few days ago. That would be possible if an emergency situation is declared in Germany. He had specifically proposed a special fund in the Basic Law, Lindner continued, so that the character of the debt brake itself remained intact.
