Munich (dpa / lby) - In Bavaria, new rules for civil servants' salaries will apply in the future - families with children in urban areas in particular can expect more money. A corresponding reform of the salary, which implements the requirements of the Federal Constitutional Court from 2020, was launched by the cabinet on Tuesday. Ultimately, however, the reform still has to be approved in the state parliament.

"With the necessary adjustment, the family allowance in particular will be reorganized and will in future be granted depending on the location," said Finance Minister Albert Füracker (CSU). The draft law also provides for an increase in the child allowances granted for lower salary brackets and an expansion of the group of beneficiaries. "With the reorientation, families with children in particular should be better supported, especially in medium-sized and expensive residential areas," explained Füracker.

In the future, civil servants and judges will receive a supplement that no longer only depends on their marital status, but also on their place of residence: the higher the cost of living at the place of residence, the higher the family supplement. According to the Ministry of Finance, this means that the cost of living, which is now very different, is taken into account much better. The local classes correspond to the rent levels of the housing benefit law - the city of Munich, for example, is in the highest level 7.

Close relatives in need of care who are taken into the household by civil servants should in future be treated like children when calculating the location and family allowance. This is a clear signal to strengthen home care, emphasized the chairman of the Bavarian Civil Service Association (BBB), Rainer Nachtigall.

In May 2020, the Federal Constitutional Court issued new guidelines for civil servants' salaries. According to the ministry, any additional payments will therefore be made ex officio retrospectively as of January 1, 2020. The previous so-called metropolitan area allowance will no longer apply or will be integrated into the new local component of civil servants' salaries.

The Ministry is currently expecting all additional payments for the years 2020 to 2022 and the payments for 2023 to be in the mid three-digit million range. From 2024, the annual costs should be correspondingly lower - because there are no additional payments.
