According to the investigators, the tumult was preceded by an operation at the main train station: shortly before sunrise, two arguing men were separated by a patrol on site. However, one refused to show his documents and punched and kicked the police officers. He was then overwhelmed and "brought to the ground". Another man who had disturbed the measure was also tied up and both were brought to the office under "immediate coercion".

Meanwhile, around 250 people in the main train station showed solidarity against the officials and "raised loud hate slogans" against the police. Attempts to "solve the situation by means of speeches and dismissals" failed. It was initially not possible to find out how many police officers were on duty because the press office of the Nuremberg Federal Police could not be reached. In addition to federal police officers, state police officers were also on duty.
