Angela Merkel had often laboriously agreed with the prime ministers on measures to combat corona. These should then be implemented equally by all countries.
The traffic light is different. Health Minister Karl Lauterbach (SPD) and Justice Minister Marco Buschmann (FDP) are only considering how extensive the toolbox should be. However, they also give the countries fewer guidelines as to which measures they should implement.
For example, only the mask requirement applies nationwide in air traffic and long-distance traffic. In addition, masks and tests are mandatory in hospitals and care facilities.
