Human Rights Council mandated the international commission last year to investigate allegations of human rights violations in Israel and the Palestinian Territories since April 13, 2021. Navanethem Pillay thinks that the past recommendations have been "largely ignored", including calls for Israel's accountability for violating humanitarian and human rights laws, as well as for indiscriminate missile fire. Palestinian armed groups have used violence against Israel to their advantage. The President accuses "It is this inability to implement, coupled with a feeling of impunity, and the very clear evidence of Israel's continued discrimination against Palestinians, that lie at the core of these repeated violations both within the Occupied Palestinian Territories including in East Jerusalem and Israel".

Twenty students and reservists from the Israeli army protested this Tuesday against the publication of the report in front of Geneva's United Nations Headquarters.
