Münster (dpa / lnw) - The University of Münster does not have to convert and recognize the examination grade of a Polish university. This was decided by the Higher Administrative Court (OVG) for the state of North Rhine-Westphalia on Tuesday in Münster. A business administration student who had completed his semester abroad in the neighboring country had complained. The OVG did not allow any revision. On the other hand, the plaintiff can lodge a complaint with the Federal Administrative Court in Leipzig (Az.: 14 A 741/21).
According to the decision of the Higher Administrative Court, it is sufficient if the university recognizes the so-called ECTS points acquired in Poznań and the associated academic achievement. The business administration student insisted on recognition of the grade obtained in Poland. The plaintiff considers the refusal of the university in Germany to be contrary to European law and, after a defeat, appealed to the administrative court in Münster.
The examination regulations of the economics faculty of the University of Münster exclude the recognition of the grade. The 14th Senate of the Higher Administrative Court sees no problem in this rule. The Higher Administrative Court ruled that the plaintiff was not restricted in his freedom of movement and could continue his studies through the recognition of the ECTS points. The court was also unable to recognize any arbitrariness or unconstitutional unequal treatment.
The abbreviation ECTS stands for European Credit Transfer and Accumulation System and is used at universities in Europe to structure the course of studies and to make the assessment transparent. In Germany, the universities also work with the terms performance points (LP) or credit points (CP).
