Conflict The Ministry of Yolanda Díaz accuses the Treasury of blocking the reinforcement of the Inspection and that of Montero denies it

The Ministry of Labor, led by Yolanda Díaz, has blamed this Wednesday the Treasury and Public Function, directed by María Jesús Montero, for blowing up the open negotiation with the Labor Inspectorate to reinforce its staff and teams, in full escalation of tension with that organism due to the threats of mobilization. The Treasury, however, denies that there has been any change in the talks and ensures that "they continue to work normally."

"The Secretary of State for Employment, Joaquín Pérez-Rey, has summoned the unions this afternoon to inform them of the blocking of negotiations with the Public Function regarding the process of elaboration of the List of Jobs of the Labor and Social Security Inspectorate The Ministry of Finance and Public Function has informed the Ministry of Labor and Social Economy that no modification can be addressed at this time, as it would cause chain demands in other areas of the General State Administration. In view of this information We believe that the agreements signed two years ago are, at this moment, a dead letter," CSIF, one of the unions with which the Secretary of State met this Wednesday afternoon, has confirmed to this newspaper.

As EL MUNDO has learned, Pérez-Rey has met with all the majority unions of the Inspection to which he has transferred the "deep discomfort" of his Ministry with the Treasury for his alleged decision not to carry out anything agreed: a reform of the list of job posts in the Inspectorate -which was going to be adapted to the new tasks of the body-, a new remuneration structure, a professional career plan for inspectors and sub-inspectors, and the creation of specialized organizations in the fight against discrimination or the processing of computer data. A priori, it seems that the expansion of the workforce with 790 troops is still on and will not be affected.

The Secretary of State has informed the unions that, after a year and a half of negotiations and despite the fact that it seemed that the Ministry of Finance was committed to reinforcing and modernizing the body, yesterday afternoon it announced that there would be no change in the Inspection, a decision that in his opinion has no justification and that has caused a lot of discomfort, according to sources from the dialogue.

However, from the Ministry of Finance they deny that there have been any changes: "Public Function continues to work normally with the Ministry of Labor, in the same way that it has done and does with the rest of the ministries, with the aim of expanding the number of members of the Labor Inspectorate to strengthen its important work".

They recall that they have already authorized an increase of 781 troops for labor inspectors and sub-inspectors; that they have been authorized, as last year, an extraordinary productivity of 6 million euros - a remuneration improvement that is added to the salary agreement already signed, which supposes a salary increase for this year of 2.5%, and that can reach a rise of 9.8% in the period 2022-24-; and that the Public Function Law, which is currently being processed in the Congress of Deputies, establishes the professional development horizon that the Labor Inspectorate had demanded.

The unions that have met with Labor have not had the opportunity to hear the Treasury's version but they confirm to this medium that for Yolanda Díaz's team the confrontation is measured in a political and even electoral key, with three days left for the elections regional and municipal authorities on May 28.

According to these sources, the Ministry of Labor would have felt bad if the Treasury did speed up and make concessions in the resolution of conflicts with the Ministry of Social Security -which belongs to the socialist wing and is led by José Luis Escrivá- or with the Ministry of Justice -also socialist and managed by Pilar Llop- and that, however, does not want to advance in the negotiation with the Labor Inspectorate, attached to the ministry of Yolanda Díaz, who belongs to the Podemos quota of the coalition government.

The workers of the Inspection will meet tomorrow at 12 in the morning before the General Directorate of Public Function and there they will announce that they are going to file a complaint with the International Labor Organization (ILO) for non-compliance with conventions 81,151 and 87 and for request the resignation of Yolanda Díaz "in view of the situation of not calling us to negotiate during the strike or comply with their agreements, when the Minister of Justice and the Minister of Inclusion, Social Security and Social Migration have indeed resolved the conflict".

For them, the Government is one and they do not want to be splashed by open wars between ministries: "From the SITSS we do not enter into the intersections of accusations of whether Labor or Public Function is responsible for its non-compliance, it is a coalition Government and together they reach agreements, together they approved the strategic plan of the Labor Inspectorate with the obligation of a reinforcement on November 16, 2021, published in the BOE on December 3, 2021, and together they signed at a delegated table in April 2022 at the who promised to resolve it immediately"

"We are not willing to tolerate the use and instrumentalization of civil servants and such a transcendental public service for the functioning of the labor market due to their political wars, it is not serious, it is not acceptable that signed commitments are broken, it is not acceptable that play with us, it is not serious. We have shown our ability to respond to regulatory changes and the increase in powers, but the Government has not fulfilled its commitments signed and published in the BOE, "they lament.
