According to a study by INSEE, the public service employed 5,716,900 employees on December 31, 2021, or 21,300 more than a year earlier. This represents an increase of 0.4%, after an increase of 0.6% in 2020. In detail, after two years of increase (0.8% in 2020 and 0.2% in 2019), the workforce in the State civil service fell slightly in 2021 (-0.1%) to 2.52 million, with in particular drops of 2.9% in the Ministry of the Economy and 4. 5% in the Ministry of Ecology, but increases of 1.4% in the Ministry of the Interior and 3.2% in that of Justice.

For their part, after a decline of 0.4% in 2020, the workforce of the territorial public service rebounded by 0.9% (16,900 jobs) in 2021 to stand at 1.98 million. Employment increased mainly in the municipal sector (1%), driven by intermunicipal organizations (3.4% in urban communities), but it also increased in departmental organizations (0.6%) and in regional councils (0.3%).

Finally, in the hospital public service, the workforce continued to increase in 2021 (0.5%, i.e. 6,400 employees), but more slowly than in 2020 (1.8%), to stand at 1, 22 million, including a 0.7% increase in hospitals.

In total, over the past ten years, between December 31, 2011 and December 31, 2021, the civil service workforce has increased by 223,700 employees (4%), including 56,300 in the State civil service, 95,400 in the territorial public service and 72,000 in the hospital public service.
