The 14 States are: Algeria, Australia, Georgia, Japan, Canada, Morocco, Montenegro, new Zealand, Rwanda, Serbia, South Korea, Thailand, Tunisia and Uruguay. These countries meet all the conditions proposed by the EU Commission. You have less or the same number of Corona infections, such as the EU in the overall average; the 16 infections in a two-week in mid-June to one hundred thousand inhabitants. In addition, the Trend is stable or decreasing, and the health system is sufficiently resilient. And finally, you give in return-free entry from all EU-countries.

The new regulation also applies to the European micro-States of Andorra, Monaco, San Marino and the Vatican state. They are classified, as stated in the Council Recommendation, as "EU residents". The list was adopted by the Council without a dissenting voice. A qualified majority of member States would have been enough.
