Assembly: serious discomfort of a civil servant after a complicated day for the government

A "drama" in the hemicycle - the heart disease of an evacuated official - came to close another stormy day Thursday at the National Assembly, with a government defeated on the obligation to vaccinate for caregivers and on the status from EDF.

The night session was interrupted around 11:00 p.m., after the heart attack of this editor of the report service. She was resuscitated in the hemicycle itself by two deputies then her condition was "stabilized" by the firefighters of the Assembly then the Samu, before her evacuation to a hospital, indicated the president of the institution, Yaël Braun- Pivet.

"At such times, the National Assembly is strong in the members who compose it", elected and personal, who form "a great community", she underlined in a brief speech shortly before midnight from the perch .

This serious incident strongly shook the Assembly, at the end of a day that had already been trying.

The deputies had first adopted at first reading a bill to repeal, and not only suspend, the anti-Covid vaccination obligation for caregivers, a first failure for the government.

"Conspiracy has prevailed over science", lamented the Minister of Health François Braun, opposing a text which, according to him, will "weaken our capacity to respond" to the Covid and which sends a "regrettable message" .

The government has already announced the future reintegration of non-vaccinated caregivers, after an opinion from the High Authority for Health (HAS). It could start as early as May 15.

But the government proposal is insufficient for many opposition deputies, especially from overseas. Like Jean-Victor Castor (Guyana), author of the text studied as part of a day reserved for his predominantly communist group.

"The decree will only suspend the suspensions (of personnel), leaving the possibility for the government" to use it again, insisted the deputy. Its text also provides that the agents "retain the right to advancement they had before the suspension".

The debate remained generally calm, far from the conflagration which had aroused a text of La France insoumise relating to the same subject, last November.

The deputies on the left have endeavored to reject the accusations of "conspiracy". “I repeat the respect we have for scientists, for vaccination,” insisted PCF national secretary Fabien Roussel.

The deputies of the presidential majority all voted against. Insufficient in the face of the combined votes of the opposition, which passed the text with 157 votes against 137.

This vote caused a strong reaction from several healthcare organizations. The vice-president of the National Council of the Order of Physicians, Jean-Marcel Mourgues, said his "misunderstanding", while "the Covid continues to make sick and kill a lot of people".

In the evening, Communists and Socialists transformed the essay against the government, with a text by Philippe Brun (PS), adopted at second reading, which provides in particular that the capital of EDF be 100% owned by the State. To oppose it, the government argues that it is already carrying out a nationalization operation.

Supported by the communist Sébastien Jumel, the socialist deputy also wants to engrave the activities of EDF in law, to prevent any project of "dismantling", suspecting the executive of not having given up on a controversial restructuring project. He firmly denies it.

The bill also plans to extend regulated electricity tariffs to certain companies and, added the deputies, to local authorities. The text will continue its shuttle with the Senate.

On this first anniversary of the left-wing Nupes alliance, the Minister of the Economy Bruno Le Maire spoke out against "a day at 10 billion euros" in the Assembly, which risks "sending France into the decor".

Early in the morning, the Communists had failed to pass a non-binding resolution, condemning the "apartheid regime established by the State of Israel".

The race against time inherent in the "niche" days upset the program of the group, which gave up three texts at the last minute: one to postpone the opening of RATP buses to competition, another to sanctuary lines of the SNCF network and finally a last one to prioritize the employment in the Overseas Territories of State civil servants from these territories.

Remained on the menu of the evening the proposal to index the overall allocation for the operation of communities on inflation. The interventions of ministers Bruno Le Maire and Gabriel Attal had dragged on, the left had pinned an obstruction, before an interruption of the session to calm things down, during which the civil servant's discomfort took place.
