Against the background of the protracted war of aggression against Ukraine and after numerous defeats by his own army, Putin had ordered partial mobilization. 300,000 reservists are to be drafted into the Russian army. The responsibility for organizing the conscription lies with the regional governors and the local district military replacement offices.

At the same time, Peskov emphasized that the Russian leadership has not yet made a decision on the introduction of martial law. "There are no decisions on that at the moment," he said. If martial law were introduced, able-bodied men would no longer be allowed to leave Russia. In order to avoid being drafted into the Russian war in Ukraine, tens of thousands of men are currently fleeing Russia.

Peskov did not want to confirm a planned speech by Putin before both chambers of parliament on Friday, after the end of the sham referendums in the occupied Ukrainian territories, which were criticized internationally as a violation of international law. However, the Kremlin will announce in good time whether Putin is planning an appearance. So far, it is expected that Putin could accept the areas into the Russian Federation as early as Friday. The mock referendums are scheduled to last until Tuesday.
