Senate Minority Leader Mitch McConnell, along with other top Republicans, are intensifying a personal campaign in an effort to persuade Maryland Governor. Larry Hogan will run for the Senate to increase the party's chances at regaining control.

McConnell's wife Elaine Chao was also part of the recruitment effort. Elaine Chao held Cabinet positions during both the Trump and George W. Bush administrations. Susan Collins, a moderate senator from Maine, has been in contact with Hogan to point out that Hogan's centrist politics would be welcomed in a chamber fraught with partisanship. Hogan has been influenced by several Washington officials, including those who made financial pledges and participated in internal polling.

Maryland was carried by President Joe Biden 32 percent to the right in 2020. In more than 30 years, a Republican has not won a state-level federal office. Hogan is currently prohibited by term limits from running to reelection and has been resisting the idea of challenging Democratic incumbent Senator Chris Van Hollen. Hogan is one of the most vocal critics of Trump's former president. He has considered running for the presidency in 2024.
