Defense Minister Sergei Shoigu will deliver a keynote address. Around 15,000 military and civil servants are to be connected nationwide via video. A few days before the meeting, it was announced that Putin would not be holding his traditional year-end press conference for the first time since 2001.

According to the report, Shoigu will report on the special military operation in Ukraine - Russia's euphemism for the war of aggression against Ukraine. Specifically, it is about questions of weapons and equipment. Other topics include the military infrastructure and other military operations abroad. According to the report, the commanders of the military districts, the individual branches of the armed forces and representatives of other authorities will take part in the extended meeting.

Russia attacked neighboring Ukraine at the end of February. However, the war, which has now lasted 300 days, has proved to be a military, political and economic disaster for Russia. After several defeats, Moscow recently launched massive attacks on Ukraine's nationwide infrastructure. At the same time, fierce fighting continued on several front sections. Ukraine is supported militarily by large parts of the western world.

In the past few months, Moscow had mobilized around 300,000 reservists. The partial mobilization was marked by mistakes and attacks, which the Kremlin also acknowledged. Thousands of Russian men fled abroad. Putin himself said on Tuesday that the situation in the four regions in the south and east of Ukraine that Moscow claims was annexed was "extremely difficult".
