    Master plan – The label already has something demonstrative. One wants to stage big breakthrough. One would refore like to know when Chancellor's discomfort about ambitions of her interior minister began. In any case, it has now set a stop signal to m that is at least as demonstrative: No to request of Horst Seehofer to reject refugees at border in future if y are already registered in anor EU country.

    So noise is completely burned, which never really ended. In summer of 2015, Horst Seehofer, n still minister-President in Bavaria, mutated into a merciless critic of his own chancellor. That he was involved in all decisions of federal government as CSU chief – on it gschissn. Since n, conflict over refugee policy has been retreating like a smoldering fire by union, stirring routine. But regained debate has a new dimension; Merkel's government alliance is more fragile than ever. The smallest grand coalition of all time is led by a chancellor who, in her last term, relies on a implodierende SPD. Horst Seehofer has to prove himself. And CSU is staring at Bavarian Landtag election as spellbound.

    On bending and breaking, she wants to achieve success in refugee policy, in order to be able to survive battle with AfD in autumn. That is why we should not be deceived by supposed conflict routine between Union parties. While everyone is waiting for next semblance of peace, it could also be a big clash. Instead of being a master planner, Horst Seehofer could end up as a master of disaster.

    However, quarrelsome Union sisters had apparently agreed on a compromise in October, even before start of Jamaica negotiations. The upper limit was now indicative, orwise concept did not brea much of a welcome culture.

    From point of view of Merkel, this was a final line that was just in time taken under a self-destructive debate. From CSU's point of view, common paper was a good starting point to continue working on its real objective: an unmistakable revision of Merkel's refugee policy, which takes precedence over national protection of external borders and a European solution Border closures.
