The government has yet to negotiate budgets with ERC and Bildu, who want to squeeze to the maximum

The Government reached an agreement with this Tuesday to bring this Thursday the draft General Budgets of the State for 2022 to the Council of Ministers. The Executive exceeded his senses internal fracture with a pact to intervene the housing market, as claimed by the purple ministers, and from now on, the second phase is arranged, the most transcendental, of negotiation with the parliamentary forces to achieve The 176 votes guaranteeing the approval of state accounts.

In this new stage, negotiations with ERC and Bildu take special relevance. Mainly with the first of these forces, which has the Congress of Members with 13 essential votes once the government considers practically impossible to have the support of citizens.

Independent Republicans are aware of their maneuver margin and are determined to expand the negotiation to the maximum, squeeze the government with their package of demands and ultimately raise the price of their support. A support that, however, the rest of the parliamentary groups give for fact that ERC, after achieving some concessions, will undoubtedly lend itself.

For the Catalan Republicans, the agreement to intervene the price of the rents reached on Tuesday between the two sides of the executive is important and necessary, but not enough to give for good budgets that, at the moment, do not even know in detail.

In any case, beyond the strip and loosening that will arouse the figures collected in each item of public accounts, ERC will put parallel demands on the negotiating table that, although they do not want to qualify from red lines, consider essential.

In this list, its aspiration is included in modifying the audiovisual law and historical memory, substantially elevating societies tax, and, of course, decisively boosting their two claims -ath-determination and amnesty- at the negotiating table Government-Generalitat on the Catalan conflict.

ERC spokesman at Congress, Gabriel Rufián, notifies that his party "will not miss any opportunity to improve the lives of Catalans", and there is not only the negotiation of each budget item, but also "many others Issues "

"We see," says Rufian, "the PSOE too quiet, thinking that with a lightning vote this is going to be solved and will not be like that." ERC's intention is to press Pedro Sánchez until the end considering that each Budget rubric must be approved by more votes in favor, against and enough that one is rejected to knock down state accounts in its entirety.

In the opinion of the Republicans, the Government aims to force parliamentary allies by insisting that they and their offer are "the best among all the worst". In short, it is always preferable to opt for the executive proposals before being on the side of the conservative opposition.

But, on this occasion, ERC keeps on the list of demands "many more things than the issue of housing". And remember the government and the PSOE that its 13 votes in Congress are "essential to approve budgets".

"We", emphasize Rufián, "We are not the little brothers who go behind and that we accept everything in the end because we are nice and from left. That united can see you well the agreement on housing does not mean that we are enough."

Nor Bildu, a force that goes hand in hand with ERC in Congress, is shown at least at the moment, willing to guarantee the support of its five deputies to the Government.

They put on the negotiating table, beyond the debate on income, expenses and investment, the repeal of labor reform, that of the Jorda Law and that of official secrets. Bildu also wants to raise the price of their votes, although few doubt that in the end they will support the Executive.

Much more complacent even without knowing the budget details, commitments are shown. Joan Baldoví affirms that this year's accounts have already been favorable to Valencian interests, so that, if necessary, if necessary to extend them "would not be the end of the world".

The PDECAT also shows a supporter to support budgets. For them, they have four votes, not getting them ahead would be dramatic because the departure of the crisis would be broken after the Covid-19 pandemic and a serious obstacle would be interposed upon arrival of the European Funds.
