The prison union organizations ACAIP-UGT and CCOO have announced mobilizations due to the "systematic non-compliance" of the Government to review the current classification of penitentiary centers to adapt it to current needs.

The "blockade" of the Government generates mistrust in collective bargaining, as denounced. José Ramón López, president of ACAIP-UGT, has remarked that "when an agreement is signed it is to comply with it" and has asked the minister María Jesús Montero to assume responsibility for it.

In addition, he has insisted that the reclassification of centers includes a series of necessary improvements in prisons and has denounced the deficit of 4,000 workers, "if we do not have staff, security is reduced and prison treatment is reduced."

ACAIP-UGT AND CCOO have announced that, if the situation that allows reaching an agreement in Penitentiary Institutions is not unblocked, they will initiate mobilizations, giving a short term for the Administration to present an offer and be able to restart the negotiation.

Silvia Fernández, general secretary for CCOO Penitentiary Institutions, remarked in her speech that "the penitentiary worker must be valued because they are the guarantor of this essential public service" demanding that the Government defend the staff of penitentiary institutions and that does not continue sowing frustration.

For his part, Carlos Álvarez, federal secretary of the General State Administration of UGT Public Services after recalling the "innumerable breaches by the Administration." In this line, he highlighted that ACAIP-UGT and CCOO abandoned the last meeting on February 9 due to the lack of documentation and real negotiation. Likewise, he has announced that they are leaving all the negotiating tables in the prison sphere.

The framework agreement for a 21st century Administration signed on October 19, 2022, in its ninth point, dictated the creation of the working group for the review of the organizational model and the classification of penitentiary centers, establishing as a temporary framework the end of year 2022.
