"It is very rare for property tax to be reduced," wrote EY partner Mattias Schneider. "Increases, which sometimes turned out to be very high, have been very common in recent years, especially in regions with many financially weak municipalities."

Citizens only have to pay no property tax in 16 German municipalities. According to EY Gundremmingen, the lowest property tax rate in Bavaria is 150 percent of the amount determined by the tax office; the highest Gnotzheim, Meinheim, Oberickelsheim with 650 percent. Nationwide, the Hessian municipalities of Lorch and Lautertal had the highest property tax rates at 1050 percent.

In the course of the property tax reform, 35 million properties nationwide have to be revalued. Many homeowners are currently in the process of submitting information about their property to the tax office. The newly determined amounts will apply from 2025.
