"This is not only a scandal in view of the falling temperatures," said the group's migration policy spokesman, Patrick Beier, on Thursday. The responsible district administrator has a duty to ensure that refugees can live in the district's accommodation in a protective and supportive environment.

"After all, everyone has the right to protection of life and human dignity, health and the free development of personality," said Beier. Accommodation in a tent cannot afford that.

A spokeswoman for the district announced on Tuesday that three tents for the temporary accommodation of refugees had been set up on the premises of a community accommodation because the capacity of living space in the district had been exhausted. That is still the case, it said on Thursday. However, the people affected should gradually be housed in apartments. District Administrator Martina Schweinsburg (CDU) said she organized the army tents herself.
