Its preliminary draft of the Higher Artistic Education Law, approved yesterday by the Council of Ministers, contemplates that the directors of the higher music and dance conservatories and schools of dramatic art, design, conservation and arts be evaluated at the end of their term and, if the evaluation is positive, they will receive a reward in the form of "personal and professional recognition".

With this economic bonus that rewards excellence, Alegría explores for the first time in non-university education the formula of giving incentives in exchange for accountability, a measure that improves the quality of the system. Professors of higher artistic education will also have salary increases if they contribute to research or artistic creation. They may even have paid leave to replace their school day with these activities.

Alegría's idea is to copy formulas from the university with the aim of "that the best are in teaching." His Artistic Education Law is a test of what he wants the future teaching statute of non-university education to be. "What is in this law will also go in the statute," sources from the Ministry advance.

Alegría is also open to signing labor personnel even though the centers are public. The draft regulates at the state level for the first time in higher artistic education the new figures of specialist, visiting and emeritus teachers, who will be able to teach even without the usually required degree in order to have more agility when filling empty places and attract talent.

In order to teach in higher artistic education, you must be in possession of a bachelor's degree and an official master's degree in didactic specialization. But the draft, which is scheduled to be sent to Congress next month, provides that "exceptionally" professionals "not necessarily qualified who carry out their activity in the workplace" can be incorporated as "specialist teachers" when the system needs it. . For example, for more practical tasks.

Also "exceptionally" artists or researchers of foreign nationality "not necessarily qualified" who teach "certain" subjects or subjects may be exempted from compliance with these training requirements.

And the CCAAs will be allowed to hire teachers from other centers "who can contribute significantly" to the improvement of the educational project with their "teaching, research, innovation or knowledge transfer tasks" for a maximum of two years for a maximum of two years. .

All this is already being done in practice in some artistic teachings -when a graphic document restorer is needed, for example, and there is none on the temporary list- and specialist teachers are also contemplated in the Vocational Training Act. In Primary and Secondary, public centers only have Religion teachers and language conversation assistants as staff, who do not teach. The idea of ​​the Ministry is to have some of these figures for very specific needs, not to do the same tasks that officials now perform.

The figure of "emeritus professors" has also been introduced in the Higher Artistic Education Law, a body that timidly appeared in the LOE but was never developed. These are professors and professors who will be able to teach after reaching retirement age, as long as they have previously distinguished themselves for their work. The only region that has this body in operation is Castilla y León, whose president, Alfonso Fernández Mañueco, precisely paid homage a few days ago to the 84 retired professors and teachers that make it up, and who are dedicated to supporting and advising other less experienced teachers .

The new law, on the other hand, will allow partial professional competencies to be recognized based on work experience. For example, a photographer who duly accredits what he does in his work may exchange it for a certification of skills, as is done in Vocational Training.

The Government boasts of management with the scholarships. Not only is it going to dedicate the largest investment in history to these aids -2,520 million euros for a million students, 1,000 million more than with the PP- but it has promised to hurry up the process.
