A dozen territories will try, with the support of the State, to detect users who do not request social benefits when they are nevertheless entitled to them, we learned on Friday from the Ministry of Solidarity. These "zero non-recourse territories" will be chosen in June and will be able to start this experiment after the summer, which concerns the RSA, housing allowances and the activity bonus, said the entourage of Minister Jean-Christophe Combe.

A scientific council will be responsible for measuring and comparing the different methodologies used to identify those people who do not apply for the social benefits to which they are entitled. An envelope of 2 million euros is planned to support this experiment, which should last three years.

One of the difficulties of the project is that it will be necessary in each territory to identify people unknown to the administrative databases - in particular people who receive neither salary nor unemployment benefits -, which implies joint work between the communities, associations and social security bodies.

This approach is part of the vast project of "solidarity at the source", by which the executive intends to fight against non-recourse. For the RSA alone, it would reach 34% each quarter, a phenomenon which "aggravates the feeling of hardship experienced on a daily basis" and "prevents preventing the tipping into poverty", notes the ministry.

With this in mind, in order to facilitate procedures and avoid the risk of error, pay slips will include a new statement from July, the "net social amount", corresponding to the resources to be declared to assess one's rights to certain social benefits.

At the start of 2024, the family allowance funds will automatically have access to this data transmitted by employers. They will thus be able to pre-fill benefit application forms, and also identify people previously unknown to their services, but who could be entitled to assistance.

This partial automation of the procedures will take place in mid-2024 in ten precursor departments, then throughout France in 2025. Finally in 2027, the system should be simplified with a harmonization of the resources taken into account for the granting of the various services.
