Elmwood Park Police Chief Michael Foligno hurried into actions that day after getting a call that"a person watched a two or one at the river"

Upon coming, Foligno said the mommy, 37, was crying that she could not carry on for her child no more, since she held on the ice along with the flip side, in accordance with NorthJersey.com. He immediately made a plastic kayak out of a nearby gas station and ‒ with a shovel ‒ attempted to push himself around 75 yards outside to get to the pair.

"It was not working, however, so that I lay on my belly and just began digging into the ice with my palms to hide my way outside. It felt like eternity along with her crying," Foligno explained.

Foligno finally reached the set and got them both from the kayak.

Still panicking, the girl cried,"We are going to die!"

Approximately 25 minutes later, firefighters arrived at the scene as well as a few of them placed on a wetsuit to walk into the freezing waters prior to pulling the kayak to coast, NorthJersey.com reported.

"He is 6-foot-5 and it had been up to his throat, but they were able to pull us ," Foligno explained. "While we were still waiting, I put on top of these to find some body warmth, and the kid had begun to blink. The ambulance stated her fever was from the 80s."

The victims were subsequently hurried to St. Joseph's University Medical Center in Paterson, N.J. It is uncertain how they ended up on the lake, however, Foligno stated the section will be exploring.

"GREAT JOB to Chief Foligno for seizing the moment and placing his life in danger to rescue a mother and child," composed the Elmwood Park Police Department after the episode. "Because of rapid thinking and a fantastic job with not 1 but two lives, child and mother, were rescued."
