Energy crisis: Russia is turning on the gas tap: is the emergency level coming soon?

Less and less gas is flowing to Europe from Russia. As of today, the Russian energy company Gazprom intends to halve the delivery volume through the Nord Stream 1 Baltic Sea pipeline to Germany - to just 20 percent of the maximum capacity. Does this mean that the state will soon have to take over gas distribution in Germany?
