The European Parliament had previously decided who was responsible for Manini's death and was demanding punishment for the "murderers" of the 22-year-old. Parliament speaks of mistreatment during detention. The draft resolution said eyewitnesses saw Amini being beaten by the police.

Security forces involved in violence against demonstrations should also be punished. MEPs also called for an impartial investigation into Amini's death and allegations of torture and ill-treatment by an independent body.

The young Kurd died on September 16 after being arrested by the vice squad in Tehran three days earlier on charges of not wearing her headscarf in accordance with regulations. Her death sparked a wave of protests against the oppression of women in Iran. According to human rights organizations, around 90 people have been killed in Iran since then during the violent crackdown on the demonstrators by the authorities.
